New Zealand River gains legal status of a person, ending 140 years battle The Whanganui River in New Zealand has become the first landmark in the world to be granted the same legal rights as that of a human being, following a 140-year struggle. The river’s new legal identity comes with the passing of the Whanganui River Claims Settlement bill. The bill passed its third reading in New Zealand’s Parliament on 15 March 2017. It aims to establish a new legal framework for the river. Key Highlights
• The bill recognised the river as an indivisible, living whole from the mountains to the sea.
• The river is the first in the world to be granted all the rights, duties, liabilities and legal status of a person.
• The bill’s passing brought an end to the longest running litigation in the history of New Zealand. The people of Whanganui iwi have been fighting for the recognition of their relationship with the river since the 1870s.
• The settlement included a financial redress of $80 million as well as an additional $1 million contribution for establishing the river’s legal framework.
• Besides this, the crown would also be contributing a sum of $30 million for further betterment and well being of the river.
• The move followed the example used in the Tuhoe Settlement Bill that saw Te Urewera National Park gain the status of a legal entity in 2014.   Indian-American teen Indrani Das wins 2017 Regeneron Science Talent Search Mercer released 2017 Quality of Living Survey Commenting on the century-long fight, Gerrard Albert , the lead negotiator in the case, stated that the  river is a sacred landmark for the Maori Iwi tribe, they treat it as an ancestor and thus, they needed to find something that would help uphold its position. Speaking on the case, Treaty of Waitangi Negotiations Minister Christopher Finlayson stated that the approach of granting legal identity to a river was unique, as the legislation recognised the deep spiritual connection between the locals and the ancestral river and created a strong platform for the future of the river. The new status means that from here on, any abuse or harm caused to the river will be viewed in the same light as harm caused to a human being. Besides this, two guardians will be appointed – one from the crown and one from the Whanganui iwi to act on the behalf of the river. Union Government approves National Health Policy 2017 Background

Audit how much timber and money are generated from felling of trees in Delhi: High Court to CAG  The Delhi High Court on 16 March 2017 asked the Comptroller and Auditor General (CAG) to audit the forest department and other agencies on the aspects of how much timber and money are generated from the felling of trees in the city. The direction was issued by a two-judge bench of Justice Badar Durrez Ahmed and Justice Ashutosh Kumar. The direction was issued by the court while hearing a PIL initiated by the court on the issue of air pollution and its causes. In its reply on the plea, the Delhi Government informed the court that some timber is auctioned off and some are provided free of cost to crematoriums. In response to which, the court said that it wants to know what happens to the funds that are received by auctioning the timbers and the quantity of timber that is provided to the crematoriums. It also observed that the bereaved families are made to pay for the wood at crematoriums. Highlights of the observation of the High Court
• The court said that it wanted to know how the timber from felled trees and the money charged for permission to cut them were being utilised.
• The bench observed that the trail of timber and the trail of money has to be checked.
• In its observation, the court said that what concerns is that whether each and every tree felled is accounted for in terms of money and timber and whether compensatory afforestation is taking place. Besides, the court also directed the Delhi government to increase the green cover in the national capital to the desired objective of 25 per cent. It also said that not only the existing forests should be preserved and maintained, but areas under encroachment should be reclaimed. It said that the trees in non-forest areas should be replenished if cut and further plantation of trees under compensatory afforestation scheme be undertaken. CAG will be auditing the case in aspects of the forest department of the Delhi Government and other agencies including the three municipal corporations, the New Delhi Municipal Council, the Public Works Department, Delhi Metro, the Cantonment Board and Northern Railway.

Parliamentary panel suggests BSNL-MTNL merger for long-term survival A Parliamentary panel in its report has suggested a merger of state-run telecom firms Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL) for their long-term survival. The Committee on Petitions, chaired by Bharatiya Janata Party MP Bhagat Singh Koshyari, in its report tabled in Lok Sabha on 16 March 2017, said that for the long-term survival and success, the merger of the MTNL and BSNL would be a good proposition. The panel opined that their merger would give both the entities a chance to compete against private sector players. Madhukar Gupta Committee report submitted to Union Government In addition to this, the panel also suggested that the synergies and advantages inherent in an integrated national telecom infrastructure would pave the way for the lower cost of investment and greater combined ability to face competition. As per reports, the panel was informed that both the public sector firms are in financial losses and are facing declining revenues from the loss of market share and increasing expenditure. • In the case of MTNL, the DoT informed that due to financial crunch, the firm was not able to upgrade its GSM and landline network for the last three-four years. But at present, it is exploring Managed Service Model with BSNL for its mobile services. Mercer released 2017 Quality of Living Survey Besides, urging the government to consider its findings in relation to the merger of BSNL and MTNL, the panel also requested it to constitute an expert committee. The committee was formed to look into representation received by BJP MP Arvind Sawant regarding improvement in services provided by BSNL and MTNL.

World Bank Board approves USD 175 million National Hydrology Project of India The World Bank Board on 16 March 2017 approved the USD 175 million National Hydrology Project to strengthen capacity of institutions to assess water situation in their regions. This loan from the International Bank for Reconstruction and Development (IBRD) of World Bank will have a 6-year grace period and a maturity of 23 years. The project is aimed at assisting the institutions in reducing the vulnerability to recurring flood and droughts. Highlights of the National Hydrology Project
• The National Hydrology Project will scale up the successes achieved under Hydrology Project-I and Hydrology Project-II to cover the entire country including the states of Ganga and Brahmaputra-Barak basins.
• For the first time, under HP-I and HP-II, real-time flood forecast systems integrated with weather forecast in Krishna and Satluj-Beas river systems will give reservoir managers an accurate picture of the water situation in their region.
• Apart from benefitting the states in further upgrading and completing their monitoring networks, it will also help new states to better manage water flows from the reservoirs.
• National Flood Forecasting Systems with an advance warning system and reservoir operation systems as well as water resources accounting in river basins will be included under the project.
• It will have the potential to help communities to build resilience against possible uncertainties of climate change.
• It will also help the states to monitor all the important aspects of the hydro-meteorological cycle and adopt the procedures to measure how much rain or snow has fallen right in the catchments of rivers, how much silt has built up, and how much water will reach the reservoir.
• Sensors in the field will instantly transmit this information to data centres through satellite or mobile phone technology to form a clear picture of the water situation unfolding in the region.

First fluorescent frog found in Argentina

First fluorescent frog found in Argentina A group of scientists discovered the world’s first fluorescent frog (Hypsiboas punctatus) near Santa Fe in Argentina. The frog sports a muted palette of greens, yellows and reds under normal light, but emits a bright blue and green glow in the dark. The scientists found that the South American polka dot tree frog uses fluorescent molecules totally unlike those found in other animals. The findings were published on 13 March 2017 in Proceedings of the National Academy of Sciences.  Key highlights
• When the researchers trained an ultraviolet A flashlight on polka dot tree frogs, they were surprised to find that the animals gave off an intense greenish-blue glow instead of a faint red.
• The researchers expected to find red fluorescence in these frogs from a pigment called biliverdin.
• Three molecules namely, hyloin-L1, hyloin-L2 and hyloin-G1, found in lymph tissue, skin and glandular secretions of animals, are responsible for the green fluorescence.
• The molecules contain a ring structure and a chain of hydrocarbons. The closest similar molecules are found in plants. Fluorescence in animals
• The ability to absorb light at short wavelengths and re-emit it at longer wavelengths is called fluorescence, a quality that is rare in terrestrial animals. Until now, fluorescence was unheard of in amphibians.

Japan to send its largest warship to South China Sea in its biggest show of military power In its biggest show of naval force since World War II, Japan is planning to send its largest warship, JS Izumo on a 3-month tour through the South China Sea, starting from May 2017.   The main aim is to test the capability of the warship by sending it out on an extended mission. • The warship, which was commissioned two years ago, is an Izumo helicopter carrier.
• It will be stopping over in Singapore, Philippines, Indonesia and Sri Lanka before joining the Indian and US naval vessels for a joint naval exercise in the Indian Ocean in July 2017.
• The carrier will return to Japan by August 2017. According to sources, Japan is looking to invite Philippine President Rodrigo Duterte to visit the carrier when it reaches the Subic Bay, about 100 km west of Manila, the capital of Philippines. The water of the South China Sea is disputed with China, Taiwan, Malaysia, Vietnam, the Philippines and Brunei all claiming parts of it. While China claims almost all of the disputed water, the other countries claim parts that have rich fishing grounds, oil and gas deposits and through which around $5 trillion of global sea-borne trade passes each year. Though Japan does not have any claim to the waters of the South China Sea, it does have a separate maritime dispute with China in the East China Sea. CAS bans Sergei Portugalov for lifetime in doping case The Court of Arbitration for Sport (CAS) on 13 March 2017 upheld a lifetime ban levied against Sergei Portugalov for his role in providing illicit substances to Russian athletes. Portugalov is former Chief of the Russian Athletics Federation's Medical Commission. The CAS upheld the ban as part of an arbitration involving the International Association of Athletics Federation (IAAF) and the Russian Athletics Federation. In a statement, the CAS stated that there is a "clear evidence" that Portugalov violated IAAF doping rules governing possession and trafficking of prohibited substances. In a 2015 report, the World Anti-Doping Agency (WADA) has stated that Portugalov supplied performance enhancing drugs to athletes and coaches, administered doping programmes and "even injected athletes himself". Arun Jaitley gets charge of defence ministry after Manohar Parrikar resigns Union Finance Minister Arun Jaitley was given the additional charge of the defence ministry on 13 March 2017. He was given the charge after Manohar Parrikar resigned from the post to take on the role of Chief Minister of Goa. A Rashtrapati Bhawan communiqué said that “Shri Arun Jaitley shall be assigned the charge of the Ministry of Defence, in addition to his existing portfolios”. Jaitley was given the additional charge of the defence ministry in addition to his existing portfolios on the recommendation of the Prime Minister Narendra Modi. This is the second time that Jaitley is holding the additional portfolio of Defence Ministry during the present NDA government. Earlier, he was the in charge of the ministry from 26 May to 9 November 2014. Congress emerged as the largest party in 2017 Assembly Elections of Goa A different communiqué said that “President Mukherjee has accepted the resignation of Shri Manohar Parrikar from the Council of Ministers with immediate effect”.   Earlier, Parrikar submitted his resignation from the office of defence ministry after BJP staked claim to form an alliance government in Goa. As per reports, Parrikar will be sworn-in as the Chief Minister of Goa on 14 March 2017. As a chief minister, he will be heading the BJP-led ministry which has the support of regional outfits and Independents.

Union Government launches Mission Fingerling to achieve Blue Revolution The Union Ministry of Agriculture and Farmer's Welfare on 11 March 2017 launched Mission Fingerling, a programme aimed at achieving the Blue Revolution by enabling holistic development and management of fisheries. The main motive behind this programme is to enhance the fisheries production from 10.79 mmt (2014-15) to 15 mmt by 2020-21. Key Highlights
• In order to recognize the potential and possibilities in the fisheries sector, the Union Government envisaged a program named Blue Revolution.
• The Blue Revolution focuses on creating an enabling environment for an integrated and holistic development and management of fisheries for the socio economic development of fish farmers.
• This program with a total expenditure of around Rs 52000 lakh will facilitate the establishment of hatcheries and Fingerling rearing pond to ensure the fish production of 426 crores fish fingerling, 25.50 crores Post Larvae of shrimp and crab in the country.
• This will converge in the production of 20 lakh tonnes of fish annually and will benefit about 4 million families.
• It lays greater emphasis on infrastructure with an equally strong focus on management and conservation of the resources through technology transfer.
• Productivity enhancement will also be targeted through integration of various production oriented activities such as production of quality fish seeds, cost effective feed and adoption of technology etc. Background
• Fish Fingerling production is the single most important critical input visualised to achieve fish production targets under the Blue Revolution.
• Use of high yielding verities of brooders is another significant aspect to be addressed on priority. • The Union Agricultural Ministry identified 20 States based on their potential and other relevant factors to strengthen the Fish Seed infrastructure in the country.
• The implementation of this programme will supplement the requirement of stocking material up to a large extent to achieve the enhanced fish production.
