Environmental pollution kills 1.7 million children each year: WHO The World Health Organisation (WHO) on 6 March 2017 announced that more than 1 in 4 deaths of children under 5 years of age are attributable to unhealthy environments. The revelations were made by the agency in its two new reports, titled Inheriting a Sustainable World: Atlas on Children’s Health and the Environment and Don't pollute my future! The impact of the environment on children's health. The WHO went on to state that indoor and outdoor air pollution, unsafe water, lack of sanitation, second-hand smoke and inadequate hygiene take the lives of 1.7 million children under 5 years.  
Key highlights • Diarrhoea, malaria and pneumonia are the most common causes of death among children aged 1 month to 5 years. The reports state that these causes are preventable access to safe water and clean cooking fuels.
• Infants and pre-schoolers have an increased risk of pneumonia in childhood, and a lifelong increased risk of chronic respiratory diseases, such as asthma, when they are exposed to indoor and outdoor air pollution and second-hand smoke. • Every year, 570000 children under 5 years die from respiratory infections attributable to indoor and outdoor air pollution and second-hand smoke.
• Each year, 270000 children die during their first month of life from conditions, including prematurity. These conditions can be easily prevented through sanitation, hygiene in health facilities, access to clean water and reducing air pollution.
• Malaria is responsible for 200000 deaths of children under 5 years annually. These deaths could be prevented through environmental actions, like reducing breeding sites of mosquitoes or covering drinking-water storage.
• Every year, 361000 children under 5 years die due to diarrhoea, as a result of poor access to clean water, sanitation and hygiene.
• 200000 children under 5 years die each year from unintentional injuries attributable to the environment, such as poisoning, falls and drowning.

Work on Shahpur Kandi Dam to resume soon;

Work on Shahpur Kandi Dam to resume soon; Punjab and J&K sign agreement to this effect Jammu and Kashmir and Punjab on 3 March 2017 agreed to resume works on Shahpur Kandi Dam project in Gurdaspur district of Punjab. The agreement was reached ahead of the annual Indus Water Commission meeting that will be held in Lahore, Pakistan. The 55.5meter high Shahpur Kandi dam will help in providing irrigation facility to 5000 hectares of land in Punjab and 32173 hectares in J&K besides generation of 206 MW power. The agreement was reached due to the meditation efforts of the Ministry of Water Resources, River Development & Ganga Rejunvenation. The Ministry of Water Resources persuaded the two states so that the country can use its rights on Eastern Rivers of Indus basin in a successful manner. About Shahpur Kandi Dam project
• The construction of Shahpur Kandi project was taken up in May 1999.
• Later in 2014, the work on the project was halted in 2014 due to dispute between Punjab and J&K.
• The project was supposed to be built with an estimated cost of Rs 2285.81 crore (price level of April 2008).
• It was a part of the Scheme of National Projects by Union Government.
• The estimated cost included central assistance @ 90 per cent of the balance cost of works component of irrigation and water supply.
• The project will be implemented by the government of Punjab. However, there will be a tripartite team headed by Member, CWC and consisting of Chief Engineers of two States to monitor the project as and when required but at least once in three months to ensure that the construction is as per the agreement.
• The design of the project will be the same, which was agreed between the two states. However, the concurrently model studies will be done to ensure that the mandated share of 1150 cusecs of water is available to Jammu and Kashmir, which will be binding on both the States.
• On the other hand, the balance costs of compensation for land acquisition of the Thein Dam will be paid by the government of Punjab, as agreed earlier.
• In addition, jobs to the oustees would be given by the Government of Punjab as per the agreed R&R policy of both the State Governments.
• 20 per cent of the total power generated at the Thein Dam will be shared with Jammu and Kashmir by the Punjab government, as agreed earlier. This share will be provided at the mutually agreed rate of Rs 3.50 per unit, subject to the confirmation of the rates by the Central Electricity Regulatory Commission.
• Punjab would be providing 20% share in the total power generated at the Thein Dam at the mutually agreed rate of Rs. 3.50 per unit to J&K. Besides, issues related to the project will be referred to the Arbitration mechanism provided in the agreement signed between two states in 1979. The case will be solved by mechanism process without affecting the progress of work.   It was unanimously agreed that the work on the Shahpur Kandi Dam Project would resume as soon both the State Governments formally approve the agreed decisions.

एक फोन आया जिसमें मुझे 3 घंटे के लिए फोन स्विच ऑफ करने के लिए कहा गया और बताया कि 4G अपलोड करने के लिए यह जरूरी है. 

थोड़ी देर बाद जब किसी जरूरी फोन करने के लिए मैंने फोन स्विच ऑन किया तो देखा कि कई मिस कॉल आए हुए हैं और उस में सबसे ज्यादा मेरे घर से कॉल आए थे. 

मैंने तुरंत घर फोन किया तो देखा कि घर के सारे लोग घबराए हुए हैं. 

मुझे मालूम पड़ा कि उनके पास एक कॉल आया था जिसमें मुझे किडनैप किये जाने की सूचना थी और एक अच्छी रकम फिरौती के रूप में मांगी गई थी. 

प्रमाण के लिए उन्हें मेरी आवाज भी सुनाई गई थी. 

घरवालों ने कई बार मुझे फोन किया पर वह हमेशा स्विच ऑफ मिला. 

मेरे पापा घबराकर अपहरणकर्ताओं के बताये खाते में पैसा ट्रांसफर करने के लिए बैंक गये हुये थे. 

जब मैं पुलिस में रिपोर्ट दर्ज कराने पहुंचा तो मालुम हुआ कि सुबह से इस तरह के कई केस आ चुके हैं और कई लोगो ने जो पैसा ट्रांसफर कर दिया है, वह किसी विदेशी खाते में गया है और किसी कीमत पर वापस नहीं आ सकता।

Bharti Airtel, Millicom International sign agreement to combine operations in Ghana Bharti Airtel and Millicom International Cellular SA on  3 March 2017 signed an agreement to combine operations in Ghana. The agreement was signed between Tigo Ghana Limited, subsidiary of Millicom and Airtel Ghana Limited, subsidiary of Airtel. The transaction is subject to obtaining approvals from the relevant authorities in Ghana and the satisfaction of customary closing conditions. Once completed, it will provide the opportunity to develop nationwide digital infrastructure and services in Ghana. Highlights of the Togo-Airtel tie-up • As per the agreement, Airtel and Millicom will have equal ownership and governance rights in the combined entity. • The combined business will serve nearly 10 million customers, of which 5.6 million are data customers. • It will cover more than 80 per cent of Ghana's population with high-speed data and provide the widest 3G coverage across the country. • The combined business is also expected to provide Ghanaian customers with a major boost in both rural and urban network coverage, in turn, translating into better voice quality, high-speed data services and reinforced network stability and resilience. • With the combined fibre footprint and increased number of data centres, enterprise customers such as large corporations and SMEs will have access to a diverse portfolio of world-class solutions. • Mobile Financial Services will also be greatly enhanced with combined agent networks and platforms. • The combination of Tigo and Airtel will create an operator that will be able to offer Ghanaian consumers and businesses a state of the art network with high-speed mobile data coverage. • This tie-up is expected to fetch in revenues close to USD 300 million, making them one of the largest communications service provider in Ghana. Airtel Ghana contributes around 6-7 per cent to Bharti Airtel’s Africa revenue which totaled close to USD 900 million for the July-September quarter in 2016.

Delhi LG approves hike in minimum wages by 37 per cent

Delhi LG approves hike in minimum wages by 37 per cent Delhi Lieutenant-Governor Anil Baijal on 3 March 2017 approved the Delhi government’s proposal to hike the minimum wages of labourers by 37 per cent. However, the notification for its implementation will be issued on 6 March 2017. Once implemented, this hike will be the historic and the highest in the independent India. As per this Delhi Cabinet’s decision, for an unskilled worker the minimum wages will be Rs 13350 per month against the existing Rs 9724 per month. On the other hand, for the semi-skilled and skilled workers, the wages will increase from Rs 10764 to Rs 14698 and from Rs 11830 to Rs 16182 per month, respectively. Key Highlights • The hike in minimum wages will benefit around 50 lakh people in Delhi. • State and district level monitoring committees will also be formed to ensure that employers pay the new minimum wages to the workers. • Employers will also be required to provide online information regarding the payment of minimum wages by them. Earlier, there were inspectors who used to verify whether an employer is paying minimum wages to employees or not. • The Minimum Wages Bill, which is awaiting the Centre’s approval, proposes a penalty of Rs 50000 and jail term up to three years for violation of the provisions of minimum wages. At present, the penalty is Rs 500, while the jail term is six months. Background In August 2016, Delhi government proposed a hike of 50 per cent minimum wages. However, the decision was struck down by the then Lieutenant Governor Najeeb Jung. Delhi CM Arvind Kejriwal defended the difference between the last year’s hike and the present 37 per cent by quoting the seasonal variations in the prices of food and other items.

SC appointed SIT detects 70 thousand crore rupees Black Money

SC appointed SIT detects 70 thousand crore rupees Black Money Justice (retd) Arijit Pashayat, the Vice-Chairman of the Supreme Court-appointed Special Investigating Team (SIT) on black money, on 2 March 2017 said so far the amount of unearthed black money from across the country stands to Rs 70 thousand crore. This Rs 70000 crore of black money includes more than Rs 16000 crore, which was detected after a probe was launched into the global leaks about Indians stashing funds abroad. It was unearthed through different schemes of the government. SC reconstituted SIT headed by Justice MB Shah to probe into Black Money Cases Justice Arijit Pashayat gave the information after a high-level meeting of SIT on black money. The meet was held in Cuttack. In addition to this, he also said that the SIT is hopeful that the amount will rise substantially in coming days. Justice Pasayat also informed that the committee will submit its sixth report to the Apex court in the first week of April 2017. Highlights of Justice Pasayat’s information • He said the SIT during the past two years has made several recommendations through its interim reports to the Apex court for the Central government to check the generation and tap the black money at the source. • He said, that on the SIT’s recommendation, the Government has already declared that cash transaction beyond Rs 3 lakh is to be treated as illegal and punishable. Justice Shah headed SIT on black money recommends ban on cash transactions above 3 lakh rupees The meeting assumes significance as it was held for the first time after demonetisation undertaken by the Union government. About the SIT on Black Money The SIT on black money was reconstituted by the Supreme Court on 1 May 2014. It was reconstituted with an aim to provide guidance and direction in investigation of all cases of black money in the country and abroad. The apex court appointed retired Judge MB Shah as its Chairman and retired Judge Arijit Pasayat as the Vice Chairman.

DRDO hands over 3 products to Indian Army

DRDO hands over 3 products to Indian Army The Defence Research and Development Organisation (DRDO) on 2 March 2017 handed over three of its products for induction into the Indian Army at a function in New Delhi. The Defence Minister Manohar Parrikar, who presided the function, handed over the products to the Chief of the Army Staff General Bipin Rawat on behalf of DRDO. The three new products are  – i. Weapon Locating Radar (WLR), SWATHI ii. NBC Recce vehicle iii. NBC Drugs Indian Navy successfully test-fired Anti-Ship Missile from Kalvari Class Submarine Features of Weapon Locating Radar (WLR), SWATHI • It was developed by the DRDO’s Electronics and Radar Development Establishment (LRDE). • The radar provides fast, automatic and accurate location of all enemy weapons like mortars, shells and rockets firing within in its effective zone of coverage. • The SWATHI simultaneously handles multiple projectiles fired from different weapons at different locations. • The system is capable of adjusting the fire of our own artillery weapon also. • The weapon includes 81mm or higher calibre mortars, 105mm or higher calibre shells and 120mm or higher calibre free flying rockets. • Thus WLR has two roles to perform - Weapon Location Mode for enemy artillery and Direction of Own artillery Fire (DOOAF) Mode for our own artillery. Features of NBC Recce Vehicle Mk-I • The NBC Recce Vehicle Mk-I was developed by Vehicles Research and Development Establishment (VRDE). • It carries out post-event recce of nuclear, biological and chemical contaminated areas. • It is capable of collecting solid and liquid samples of biologically contaminated areas, mark the nuclear and chemical contamination zone and transfer the recce data speedily to support formations. Indian Coast Guard Ship ICGS AYUSH commissioned in Kochi About NBC Drugs • The drugs were developed by the DRDO’s Institute of Nuclear Medicine and Allied Sciences (INMAS). • INMAS has carried out extensive research and laboratory trials in the past two decades to develop formulations for use as antidotes and de-corporating agents for Chemical, Biological, Radiological and Nuclear (CBRN) emergencies. • Out of the several formulas developed by INMAS, 15 drugs have been identified for induction.

Ajay Tyagi takes charge as Chairman of SEBI

Ajay Tyagi takes charge as Chairman of SEBI Ajay Tyagi on 1 March 2017 took charge as the Chairman of the Securities and Exchange Board of India (SEBI). Tyagi succeeds UK Sinha, who served for six years, the second-longest term by any SEBI Chairman. Sinha is a 1976 batch IAS officer of Bihar cadre. In this new role, he will be responsible for developing the country's commodity and corporate bond markets and shoring up corporate governance. He will be required to balance multiple constituencies such as traders, fund managers and the Reserve Bank of India. About Ajay Tyagi • Tyagi was already involved with SEBI as he has been serving as Additional Secretary at the Finance Ministry's Economic Affairs Department since 2014, the unit that oversees SEBI. This was his only experience in capital markets. • He was instrumental in merging the then standalone regulator Forward Market Commission (FMC) with the Securities Exchange Board of India that came into effect in late 2015, making it a composite regulator for the entire capital market space. • Under his stewardship, SEBI has been fighting a prolonged battle with the Sahara Group over illegal money pooling activities. • Tyagi is a 1984 batch IAS officer of Himachal Pradesh cadre.

J S Deepak named India's Ambassador

J S Deepak named India's Ambassador to World Trade Organisation Telecom Secretary J S Deepak on 1 March 2017 was named India's next Ambassador to the World Trade Organisation (WTO). The appointment will be effective from 1 June 2017. The World Trade Organization is a global international organisation dealing with the rules of trade between nations. As per the order of the Appointments Committee of Cabinet, Deepak is appointed as the Officer on Special Duty (OSD) in the Department of Commerce. He will be functioning as OSD till 31 May 2017. The order also named Deepak as India's Ambassador/Permanent Representative of India to the Geneva-based World Trade Organisation from 1 June 2017 till the date of his superannuation, which is 31 July 2018. Who is J S Deepak? • J S Deepak is a 1982 batch IAS officer from Uttar Pradesh. • During his stint in the Union Commerce Ministry, he served as India's chief negotiator at the WTO and for the Regional Comprehensive Economic Partnership (RCEP) agreement. • He is credited with successfully conducting the first ever e-auction of spectrum in 2010. • He holds an MBA degree from Indian Institute of Management (IIM) Ahmedabad. • Previously, he also worked as consultant with The Policy Project, Washington DC, a consortium of US-based Research Triangle Institute and Johns Hopkins University.
