Delhi LG approves hike in minimum wages by 37 per cent

Delhi LG approves hike in minimum wages by 37 per cent Delhi Lieutenant-Governor Anil Baijal on 3 March 2017 approved the Delhi government’s proposal to hike the minimum wages of labourers by 37 per cent. However, the notification for its implementation will be issued on 6 March 2017. Once implemented, this hike will be the historic and the highest in the independent India. As per this Delhi Cabinet’s decision, for an unskilled worker the minimum wages will be Rs 13350 per month against the existing Rs 9724 per month. On the other hand, for the semi-skilled and skilled workers, the wages will increase from Rs 10764 to Rs 14698 and from Rs 11830 to Rs 16182 per month, respectively. Key Highlights • The hike in minimum wages will benefit around 50 lakh people in Delhi. • State and district level monitoring committees will also be formed to ensure that employers pay the new minimum wages to the workers. • Employers will also be required to provide online information regarding the payment of minimum wages by them. Earlier, there were inspectors who used to verify whether an employer is paying minimum wages to employees or not. • The Minimum Wages Bill, which is awaiting the Centre’s approval, proposes a penalty of Rs 50000 and jail term up to three years for violation of the provisions of minimum wages. At present, the penalty is Rs 500, while the jail term is six months. Background In August 2016, Delhi government proposed a hike of 50 per cent minimum wages. However, the decision was struck down by the then Lieutenant Governor Najeeb Jung. Delhi CM Arvind Kejriwal defended the difference between the last year’s hike and the present 37 per cent by quoting the seasonal variations in the prices of food and other items.

SC appointed SIT detects 70 thousand crore rupees Black Money Justice (retd) Arijit Pashayat, the Vice-Chairman of the Supreme Court-appointed Special Investigating Team (SIT) on black money, on 2 March 2017 said so far the amount of unearthed black money from across the country stands to Rs 70 thousand crore. This Rs 70000 crore of black money includes more than Rs 16000 crore, which was detected after a probe was launched into the global leaks about Indians stashing funds abroad. It was unearthed through different schemes of the government. SC reconstituted SIT headed by Justice MB Shah to probe into Black Money Cases Justice Arijit Pashayat gave the information after a high-level meeting of SIT on black money. The meet was held in Cuttack. In addition to this, he also said that the SIT is hopeful that the amount will rise substantially in coming days. Justice Pasayat also informed that the committee will submit its sixth report to the Apex court in the first week of April 2017. Highlights of Justice Pasayat’s information • He said the SIT during the past two years has made several recommendations through its interim reports to the Apex court for the Central government to check the generation and tap the black money at the source. • He said, that on the SIT’s recommendation, the Government has already declared that cash transaction beyond Rs 3 lakh is to be treated as illegal and punishable. Justice Shah headed SIT on black money recommends ban on cash transactions above 3 lakh rupees The meeting assumes significance as it was held for the first time after demonetisation undertaken by the Union government. About the SIT on Black Money The SIT on black money was reconstituted by the Supreme Court on 1 May 2014. It was reconstituted with an aim to provide guidance and direction in investigation of all cases of black money in the country and abroad. The apex court appointed retired Judge MB Shah as its Chairman and retired Judge Arijit Pasayat as the Vice Chairman.

DRDO hands over 3 products to Indian Army The Defence Research and Development Organisation (DRDO) on 2 March 2017 handed over three of its products for induction into the Indian Army at a function in New Delhi. The Defence Minister Manohar Parrikar, who presided the function, handed over the products to the Chief of the Army Staff General Bipin Rawat on behalf of DRDO. The three new products are  – i. Weapon Locating Radar (WLR), SWATHI ii. NBC Recce vehicle iii. NBC Drugs Indian Navy successfully test-fired Anti-Ship Missile from Kalvari Class Submarine Features of Weapon Locating Radar (WLR), SWATHI • It was developed by the DRDO’s Electronics and Radar Development Establishment (LRDE). • The radar provides fast, automatic and accurate location of all enemy weapons like mortars, shells and rockets firing within in its effective zone of coverage. • The SWATHI simultaneously handles multiple projectiles fired from different weapons at different locations. • The system is capable of adjusting the fire of our own artillery weapon also. • The weapon includes 81mm or higher calibre mortars, 105mm or higher calibre shells and 120mm or higher calibre free flying rockets. • Thus WLR has two roles to perform - Weapon Location Mode for enemy artillery and Direction of Own artillery Fire (DOOAF) Mode for our own artillery. Features of NBC Recce Vehicle Mk-I • The NBC Recce Vehicle Mk-I was developed by Vehicles Research and Development Establishment (VRDE). • It carries out post-event recce of nuclear, biological and chemical contaminated areas. • It is capable of collecting solid and liquid samples of biologically contaminated areas, mark the nuclear and chemical contamination zone and transfer the recce data speedily to support formations. Indian Coast Guard Ship ICGS AYUSH commissioned in Kochi About NBC Drugs • The drugs were developed by the DRDO’s Institute of Nuclear Medicine and Allied Sciences (INMAS). • INMAS has carried out extensive research and laboratory trials in the past two decades to develop formulations for use as antidotes and de-corporating agents for Chemical, Biological, Radiological and Nuclear (CBRN) emergencies. • Out of the several formulas developed by INMAS, 15 drugs have been identified for induction.

Ajay Tyagi takes charge as Chairman of SEBI

Ajay Tyagi takes charge as Chairman of SEBI Ajay Tyagi on 1 March 2017 took charge as the Chairman of the Securities and Exchange Board of India (SEBI). Tyagi succeeds UK Sinha, who served for six years, the second-longest term by any SEBI Chairman. Sinha is a 1976 batch IAS officer of Bihar cadre. In this new role, he will be responsible for developing the country's commodity and corporate bond markets and shoring up corporate governance. He will be required to balance multiple constituencies such as traders, fund managers and the Reserve Bank of India. About Ajay Tyagi • Tyagi was already involved with SEBI as he has been serving as Additional Secretary at the Finance Ministry's Economic Affairs Department since 2014, the unit that oversees SEBI. This was his only experience in capital markets. • He was instrumental in merging the then standalone regulator Forward Market Commission (FMC) with the Securities Exchange Board of India that came into effect in late 2015, making it a composite regulator for the entire capital market space. • Under his stewardship, SEBI has been fighting a prolonged battle with the Sahara Group over illegal money pooling activities. • Tyagi is a 1984 batch IAS officer of Himachal Pradesh cadre.

J S Deepak named India's Ambassador

J S Deepak named India's Ambassador to World Trade Organisation Telecom Secretary J S Deepak on 1 March 2017 was named India's next Ambassador to the World Trade Organisation (WTO). The appointment will be effective from 1 June 2017. The World Trade Organization is a global international organisation dealing with the rules of trade between nations. As per the order of the Appointments Committee of Cabinet, Deepak is appointed as the Officer on Special Duty (OSD) in the Department of Commerce. He will be functioning as OSD till 31 May 2017. The order also named Deepak as India's Ambassador/Permanent Representative of India to the Geneva-based World Trade Organisation from 1 June 2017 till the date of his superannuation, which is 31 July 2018. Who is J S Deepak? • J S Deepak is a 1982 batch IAS officer from Uttar Pradesh. • During his stint in the Union Commerce Ministry, he served as India's chief negotiator at the WTO and for the Regional Comprehensive Economic Partnership (RCEP) agreement. • He is credited with successfully conducting the first ever e-auction of spectrum in 2010. • He holds an MBA degree from Indian Institute of Management (IIM) Ahmedabad. • Previously, he also worked as consultant with The Policy Project, Washington DC, a consortium of US-based Research Triangle Institute and Johns Hopkins University.

BBC banned for five years from filming in Tiger reserves The National Tiger Conservation Authority (NTCA) in last week of February 2017 banned British Broadcasting Corporation (BBC) from filming in all Indian tiger reserves for five years. It also imposed a ban on BBC’s journalist Justin Rowlatt for the same period.   As per a report published in a national daily, the ban was imposed on the network after BBC via a documentary, One World: Killing for Conservation, questioned India’s aggressive policy and protection measures to protect endangered rhinos at Kaziranga national park in Assam. Issuing the ban on the network, NTCA directed all chief wildlife wardens of all tiger range states of India as well as field directors of tiger reserves to disallow filming permission to BBC for five years. NTCA that governs all tiger reserves of India. One-Horned Great Indian Rhinoceros Population Increased in Kaziranga Despite Poaching: Census The documentary shot by Justin Rowlatt came into criticism from the union environment ministry for being wrong. Through the documentary, Rowlatt claimed that forest guards in Kaziranga were given powers to shoot and kill anyone they think was a threat to rhinos. Through the documentary, the maker of the documentary said, this shoot-at-sight policy led to the killing of some 23 people by forest guards. The documentary was aired on 11 February 2017. Later on 14 February 2017, the NTCA issued a notice to BBC against airing the programme without any approval. It also threatened the network to cancel all future permits to BBC, if it fails to remove the documentary from different online portals with immediate effect. NTCA via a memorandum issued on 27 February 2017 said BBC had failed to submit the documentary to Ministry of Environment, Forest and Climate Change (MoEFCC) and Ministry of External Affairs for mandatory previewing. It would have helped the ministries to remove the deviations and achieve a balanced and accurate exposition of the theme. Poachers killed a Rhino in Pobitora Wildlife Sanctuary of Assam Kaziranga National Park Kaziranga National Park is a national park in the Golaghat and Nagaon districts of Assam. The sanctuary, a World Heritage Site, is a house of two-thirds of the world's great one-horned rhinoceroses. At present, the national park is a house of around 2400 one-horned rhinos. Besides, Kaziranga is also a home to the highest density of tigers among protecting areas in the world. It was declared as a Tiger Reserve in 2006.
